Research Hypothesis: an economically and methodologically justified implementation of land consolidation can improve the spatial structure of agricultural holdings and foster the use of land in Latvia’s rural areas. General Directorate of Agricultural Reform still use Storie Index method for land consolidation. In spied of knowing that there are insufficient parts of this method, not much studies on alternative methods have been carried out yet. The aim of this study is to compare Land Quality Index and Storie Indeks to determine soil index which is one of the most important phases in land consolidation projects. This study was carried out about 273 ha area in Örencik village and its near vicinity located at Bafra district of Samsun province.

As a result of the Land Reform, property forming and land market, farm areas were often built up from a number of land plots (up to 20), sometimes with unfavourable order. With the rural development and stabilization of farm production, the role and tasks of rational territory organization are expected to increase significantly in the area. It can be forecasted that, as a result of land rent and further purchase and sell, and other transactions, many new farmland properties are expected to appear that will not correspond to the requirements of rational territorial organization.

Land consolidation is a planned readjustment and rearrangement of land parcels and their ownership. It is usually applied to form larger and more rational land holdings. Land consolidation can be used to improve the rural infrastructure and to implement the developmental and environmental policies. The need to improve land management is obvious. It has often been stated that land fragmentation and farm structures characterized by small agricultural holdings and farms divided in a large number of parcels have been the side-effect of land reform in Central and Eastern Europe. This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored.
