This report was commissioned by the Netherlands Enterprise Agency (RVO.nl). RVO is responsible for the implementation of the LAND-at-scale programme, a demand-driven land governance support programme. The programme currently holds a portfolio of projects in 14 countries. LAND-at-scale supports interventions based on the UN Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT), with particular attention to interventions that support food security, rule of law, private sector development, gender equality and climate action.

Land consolidation is a highly effective land management instrument that allows for the improvement of the structure of agricultural holdings and farms in a country, which increases their economic and social efficiency and brings benefits both to right holders as well as to society in general. Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration.

In most countries, land consolidation was first introduced in rural areas, with legislation suitable for urban areas being drafted at a later date. This is also true of Norway. The first evidence of urban competency in the legislation is found in the Land Consolidation Act from 1950. It is important to note that in Norway land consolidation remains the exclusive province of the court system. This, as far as we know, is unique for Norway.
