To provide for the restitution of rights in land in respect of which persons or communities were dispossessed under or for the purpose of furthering the objects of any racially based discriminatory law; to establish a Commission on Restitution of Land Rights and a Land Claims Court; and to provide for matters connected therewith.

This study examines the land acquisition and distribution process of the Comprehensive Agrarian Reform Program (CARP) by analyzing the nature and extent of participation of the various government agencies. Attempts are also made in identifying the areas where land reform can be hastened. While there are opportunities for change, the paper concludes that the overall impact of these changes on land reform may not be as large in terms of area coverage.
The aim of this report is not to raise and analyze the various constraints facing the development of river and lake basins but merely to assess the programme of our organizations set up over decades. Indeed, time available for drafting this report and the data available to us did not allow scrutinizing certain issues relating to the development of river and lake basins. This report made use of data contained in another report prepared in 1989 and supplemented by other data gathered in the process of drafting this report.
This article discusses the history of land reform in Namibia. The article indicates that at the time of writing (September 1991), it is still too early to comment on the implementation of land reform in Namibia, as it has not yet begun in earnest. Land policy has yet to be detailed and ratified, the institutions for implementing land reform and settlement programmes have to be appointed and in some cases created de novo, and large sums of money have to be found.
