The enormity of the world’s dislocated population generated by contemporary conflicts has brought significant attention to a complicated process of returning housing, land and property (HLP) to their rightful occupants once conditions permit. As the complexity of large-scale HLP restitution becomes increasingly apparent, significant obstacles emerge that require examination. This article describes how the ‘evidentiary bind’ is such an obstacle.

Land Registration: Global Practices and Lessons for India has been authored by B. K. Agarwal,  having extensive knowledge and first-hand experience in land administration. It contains a comparative analysis of land registration systems of Germany, UK, Australia, USA, France, and the Netherlands.​ Laws regarding maintenance of land title records in four Indian states Maharashtra, Karnataka, Punjab, and West Bengal have also been analyzed. In the end the author has given his  evidence-based recommendations on reforms required in the Indian land registration system.​

Post-war societies not only have to deal with continuing unpeaceful relations but also land-related conflict legacies, farmland and forest degradation, heavily exploited natural resources, land mines, a destroyed infrastructure, as well as returning refugees and ex-combatants. In the aftermath of war, access to and control of land often remains a sensitive issue which may precipitate tensions and lead to a renewed destabilization of volatile post-conflict situations.

Since around 2011 pilot projects to innovate land tenure documentation are being implemented in various countries in the global south in order to address the shortcomings of formal land registration. A longer-term question, underlying the present study, is how these innovations relate in the longer run to existing institutional arrangements of land governance in the respective context of implementation. Guided by this more general question, we discuss in this paper first the characteristics for 6 of these approaches.

Mapping millions of unrecorded land rights in large parts of Sub-Saharan Africa remains a challenge. The results of many existing ICT-based approaches for recording these rights have often proven to be inappropriate; therefore, a new generation of tools needs to be developed to map land rights faster, cheaper, easier, and more responsible. This is the main goal of its4land, a European Commission Horizon 2020 project that aims to develop innovative tools that respond to the continuum of land rights, fit-for-purpose approach, and provide cadastral intelligence.

The inability to access formal land registration systems fosters insecure land tenure and conflicts, especially in developing countries. This calls for low-cost and scalable mapping solutions aligning with fit-for-purpose land administration. The work presented in this article supports the UAV-based mapping of land tenure inspired by state-of-the-art approaches from remote sensing, geoinformatics and computer vision.

LA POLITIQUE BUDGÉTAIRE AU SERVICE DU FINANCEMENT DU DÉVELOPPEMENT DURABLE

Recent decades have witnessed a perceptible impact of land policy and cadastre on the urbanisation around the globe. Land legislation and cadastre system are the tools and mechanisms in order to achieve the objectives of land policy in delivering sustainable development. According to the Federal Constitution of Malaysia, article 74 empowers the State Legislative Assemblies to enact laws for the matters under the state list while land matters are one of the subjects under the list.

Many cities in developing countries are experiencing urbanization characterised by the continuous proliferation of informal settlements. This article gives an account of a study that determined the inclusiveness of land administration in the City of Lusaka using the perspective of good governance principles. The study findings shows that land administration in the City of Lusaka is not inclusive as most indicators of the five good governance principles recorded negative responses of at least 60 per cent.
