This Ordinance makes provision for the establishment of the Land Commission, defines its functions and powers and provides for the allocation of land by the Land Commission to residents and former residents of Pitcairn, Henderson, Ducie and Oeno Islands and the imposition of an annual land tax.The Lands Commission shall identify, mark and register all usable land on Pitcairn Island.

This Act amends the Registered Land Act with respect to a wide variety of matters including: general powers of the Registrar, registration of land and land registers, execution of instruments and other legal acts that may bring about a change in legal status of a real property. Some provisions concern lost or missing information in registers, evidence of legal status of a property for purposes of registration by the Registrar and registration of properties in the name of private owners of lands that were vested in the Crown by default during the cadastral survey.

This Law establishes the purpose, obligations and legal grounds regarding the registration of immovable property and related transactions. The following rights to immovable property shall be subject to state registration: (a) ownership; (b) economic management; (c) operating management; (d) land tenure of at least one year; and (e) servitude for a period of no less than one year. The following pre-emptive rights shall not require mandatory state registration: (a) land tenure for a period less than one year; and (b) servitude for a period less than one year.

This Law is composed of 13 articles. Article 1 decrees desert lands a private State property. Article 2 deals with the following matters: appropriation of desert lands before the issuance of this Law shall not considered an acquired rights of disposal or decision nor compensation either real rights on these lands; all tribunals, judicial committees and cadastre judges shall abstain from examination, decision, valuation and judgment in complaints and denunciations related to desert lands (Albadeya); and, stopping registration of desert lands.
