These Regulations provide that a register shall be maintained by an officer appointed for the purpose in respect of: (a) applications for the assessment of standard rent under the Rent Restriction Act; and (b) all other proceedings under the Act. They also provide with respect to applications to Rent Tribunals and the procedure to be followed by Rent Tribunals.

This Decree lays down basic provisions on land. All land in the State of Lao PDR is the property of the national community. The State manages the land on a centralized and unanimous basis at the national level (art. 1).This Decree is composed of five Chapters, i.e.: Land and Property over Land (1); Right of Possession and Use of Land (2); Management and use of each Type of Land (3); Measures against Offenders (4); Organization and Implementation (5).

These Regulations implement provisions of the Land Act and provide for miscellaneous matters such as tasks of Land Committees in relation to land allocation, inheritance of allocated land , drawing up of deeds and registration, applications for public servitudes, boundaries, rents, fees and development charges, and consent to leases of development areas.

This Law to which this Decree refers specifies and regulates separately common leases, including lease of land and natural resources, leases of enterprises, and leases by citizens. Leaseholders having entered into lease agreements before the entry into force of the Law shall have the right to carry on their relationship according to agreement concluded before 1 January, 1991. Various local authorities are charged to render assistance in transforming state enterprises into leased enterprises.

These Regulations regulate the lease of crown lands to residents. Applications for renting crown lands shall be made to the Chief Surveyor and shall be forwarded to the Minister. Control shall be carried out that no proposed area shall be part of a forest reserve. An agreement shall be signed between the Chief Surveyor on behalf of the Government and the applicant in the form as set out in the Schedule. The agreement shall contain conditions as the Governor-general may deem fit.

Lessees who have entered into lease relationships before the effectuation of this Law shall be entitled to conduct their economic activity in compliance with lease contracts entered into before December 31 of 1989, and those who entered into lease relationships from January 1, 1990 shall conduct their activity in compliance with Legislation Fundamentals of the Soviet Union and Union Republics on Lease. Various tasks are assigned to the executive forces in relation with the implementation of provisions of the Law on lease.

The aim of this Resolution is to regulate the rent of lands under the control of the General Authority for Fisheries Development for the establishment of aquaculture facilities. This Resolution is composed of 18 articles. The rent of uncultivated lands under the control of the Authority shall be regulated by Presidential Resolution No. 465 of 1983 (art. 1). Article 2 deals with the establishment of committees for the designation of appropriated areas for aquaculture facilities. Articles 3-7 provide for the management and for contracts of the aforementioned areas.

Native Lands Leases Regulations (Cap. 46.20.3)

These Regulations prescribe the form and content of leases and sub-leases of native land requiring the approval of the Minister under section 10 of the Native Lands Ordinance. Every lease shall be prepared in triplicate in the form set out in Schedule 1 to these Regulations. Sub-leases shall be in the form as the Lands Officer may require. The Regulations also set out the procedure of execution and validation of a lease and sub-leases.

Establishment of Subordinate Lands Boards Order, 1973 (Chapter 32:02).

This Order of the President made under section 19 of the Tribal Land Act, 1968, establishes the Subordinate Land Boards set out in the Schedule to this Order and defines the composition and functions of these Boards. These Boards shall have jurisdiction in their respective specified areas or villages. Functions shall be transferred from Subordinate Land Authorities to the Boards and include decision making regarding ploughing of land, grazing of cattle, and communal uses of land.
