These Regulations aim to protect, construct and utilize rationally grasslands, improve the ecological environment, maintain the biodiversity, develop modern animal husbandry, and promote the sustainable development of economy and society. The Text consists of 52 Articles divided into 8 Chapters: General Provisions (I); Grassland Tenure (II); Grassland Planning and Construction (III); Grassland Utilization (IV); Grassland Protection (V); Supervision and Inspection (VI); Legal Liabilities (VII); Supplementary Provisions (VIII).The grassland tenure shall be determined in accordance with the relevant provisions of the Grassland Law; where the laws and administrative regulations have not provided for, the grassland tenure shall be determined in accordance with the provisions of these Regulations. Governments at all levels shall improve the grassland contractual management responsibility system. The grasslands, those under collective ownership, and those under ownership by the state that are assigned to collectives for use, may be contracted by the households or the group of households within the collective economic organizations for purposes of animal husbandry. The local people's governments at or above county level shall be responsible for conducting surveys of grassland resources within their respective administrative areas and formulating plans for the protection, development and utilization of grasslands. The grassland production and ecology early warning and monitoring system shall be established in the autonomous region. According to the situation of grassland ecological early warning and monitoring, the regional government may decide to ban from grazing in grasslands of the whole region or parts of the region.
