These Provisions aim to regulate and guarantee the legal exercise of functions and duties by the surveying and mapping departments at all levels, correctly enforce administrative penalties and protect the legitimate rights and interests of the counterparts of administrative law enforcement. The Provisions consist of 43 Articles,The Provisions set up rules for jurisdiction, general procedures, hearing procedures; etc. An administrative penalty case about surveying and mapping shall be under the jurisdiction of the surveying and mapping department at or above the county level at the place where the illegal act occurs, unless it is otherwise provided by any law, regulation or rule.
