This Proclamation establishes the Oromia Bureau of Land and Environmental Protection and defines its objectives, functions and powers.

These Regulations, made by the Board of the Environment Protection Agency under section 62 of the Environment Protection Agency Act, 2008 as amended by the Environment Protection Agency (Amendment) Act, 2010, provide with respect to environmental protection in mining operations. They shall apply to body corporates and individuals applying for or issued minerals rights under the Mines and Minerals Act 2009.

Article 7 shall be amended to add the following wording: “Protection belts and water conservation zones of surface waterbodies shall be established for reduction of pollution of water ecosystems, prevention of erosion, restriction of economic activities in flooded areas, and also with a view of conservation of typical landscapes”.

By establishing an action programme for nitrate vulnerable zones these Regulation implement, as regards Scotland, the requirements in this respect as laid down in article 5 of Council Directive 91/676/EC concerning the protection of waters against pollution by nitrates from agricultural sources. These Regulations establish an action programme for nitrate vulnerable zones and further implement, as regards Scotland, the requirements in Article 5 of Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources to establish, review and revise an action programme for nitrate vulnerable zones.The Regulations require the occupier of a farm in a nitrate vulnerable zone to ensure that the provisions in these Regulations are implemented in relation to that farm.

The present Ordinance enforces the Law on water, soil and waste of 4 March 2009. In particular, the Ordinance lays down provisions relating to waterworks, the use and protection of waters, management of water resources as well as the protection of soil, sanitation of polluted areas and waste management.
