Soil Conservation and Rivers Control Acts, 1941.

This Act aims at promoting soil conservation, preventing and mitigating soil erosion, and preventing damage by floods.As provided for in the Act, the Board may recommend to the Minister what lands, whether Crown or private, should be reserved as soil conservation reserves. The Board shall control and manage the soil conservation reserves in order to best conserve the soil of the reserve and prevent injury to other land, and may grant licences to occupy the reserve for pastoral or mining purposes or for the purpose of cutting, felling, and removing timber or flax.

This Act concerns the procedures for the acquisition of land by the State for public purposes and various other matters relating to such acquisition such as assessment and award of compensation and abandonment of acquisition.The Cabinet may, with approval of the legislature, issue a Declaration for purposes of acquisition of land for public purposes. The Cabinet may establish at its discretion the definition of public purpose.

This Act sets out the procedures, principles and criteria for the adjudication of land in an area declared to be an adjudication area by Order of the Minister made under this Act. The Act also declares all waste and unoccupied land to be Crown land.The Minister shall appoint an Adjudication Officer who shall be in charge of the adjudication of land in the area. Every person claiming an interest in land in the adjudication area shall observe the procedures and criteria as laid down in this Act.

Land is the public property and it shall not be liable to sale, exchange, donation, mortgage except for cases envisaged by the national legislation. Legal persons can manage land parcels on condition of land usufruct, permanent use, temporary use, and lease, while natural persons can manage land parcels on condition of lifelong hereditary land tenure, temporary land tenure and lease. Sublease of the plots of land conceded on lease shall be prohibited.

This Act concerns response and relief in case of man-made or natural disasters and emergencies affecting the Northern Mariana Islands. The Governor-General shall be the principal authority for purposes of response to disasters and emergencies. Disasters shall include flood, water contamination and oil spills. the Governor-general may declare a state of disaster emergency and may make Executive Orders related to the declaration of a state of disaster emergency.

This Act establishes the Coastal Resources Management Office, the Coastal Advisory Council and an Appeals Board, defines functions and powers of these government agencies, defines the coastal resources management policy of the Northern Mariana Islands and provides in respect of control of activities affecting the coast and coastal resources of the Northern Mariana Islands.Among objectives of coastal resources management policy are the protection of fish and wildlife resources and the prevention of damage to the environment.

The purpose of this Law is to clarify the ownership of property and to protect property rights including rights relating to land.This Law shall apply to civil relationship arising from the ownership and utilization of property including movable and real property. Real or movable property may be owned jointly by two or more institutions or individuals and may be of two kinds, namely co-ownership by proportion and common ownership. Registration shall be granted for the establishment, modification, transfer and lapse of the right in real property by the registration department.

The underlying principle of the present Law is that regional interests prevail over local interests.
