Implementing the land reform, territories of farms were quite often formed of several - up to 20 - land plots, frequently with disadvantageous borders. With reorganization of production of the farms, rural development and activities of land market, importance and tasks of rational territory organization will grow. Besides, it can be forecasted that, as a result of land rent and further buy-sell and other transactions, many new farmland properties and land uses are going to appear which might not correspond to the requirements of rational territory organization.

La 78ème session ordinaire du Conseil des Ministres de la CEDEAO qui s’est tenue à Monrovia (Libéria) les 1er et 2 juin 2017 a adopté une directive relative au développement d’infrastructures hydrauliques en Afrique de l’Ouest. Twenty years after the end of apartheid farm dwellers remain some of the most vulnerable people in South Africa, with many still facing extreme tenure insecurity and lacking access to adequate housing and basic services.2 The approximately three million black South Africans (6% of the population) who live on privately owned farms in formerly white commercial farming areas are among the poorest South Africans,3 whose vulnerability is exacerbated by their “socio-economic marginality and geographical isolation”.4

Phuhlisani was the lead agency in a consortium appointed by the Commission on Restitution of land Rights and funded by Belgian Technical Co-operation tasked with the development of a strategy for the provision of effective post- settlement support required for land reform to be successful. While the focus was on Restitution to start with the brief expanded to address land reform as a whole. This document provides an accessible summary of the final proposals. While endorsed by the then Minister of Land Affairs the strategy was never implemented.
