Writing topics actuality is based on the government proposed property tax increase of 2011 residential tax. Author of the article concludes that till now disproportionately spacious cadastral value range and its inadequacy towards resident income has restricted to establish a fair personal income and property tax proportionate to the objective of appropriate tax. Just now Latvia is experiencing huge increase in amounts of real estate tax debt and number of debtors.

Awareness of the research materials of soil and crop alternation in farms

Soil maps for fields are one of the basic materials for farm development planning and assessment of the land's cadastre value. In order to find out the level of land users' awareness of soil forms and the agrochemical composition of the soil, and the implementation of this in farming practices, a survey of land users was carried out. Simultaneously, information was gathered on crop alternation in farms, crop alternation projects, their prevalence, and interest in such projects. Information on field history was also gathered.

In order to ensure operation of the Cadastre, the Cadastre information system is being maintained and improved. Cadastre text and spatial data regarding cadastre objects, which are located in the territory of Latvia, are registered and maintained in the Cadastre information system. In order to specify the value of particular cadastre object, four models of cadastral assessment are developed. These models provide cadastral assessment of all cadastre objects registered in the Cadastre information system.

Cadastral map in modern market economy in different fields is marketable product. Summarized on it digital geospatial data, obtained in cadastral survey, can be widely used by many users. These data are captured using different methods of cadastral surveying therefore they have different accuracy. Land parcel boundaries are updated in compliance with data of higher accuracy. Wherewith, assessment and improvement of quality of cadastral map is very actually.

Integration of soil information systems. BIS and SOTER perspectives - a review

The article presents an overview and brief characteristics of the selected soil information systems in the Czech Republic. It suggests synchronisation of their development, particularly some convergence of the Land Evaluation Information System and Soil and Terrain Digital Database. In the pilot area of Litomerice district, it demonstrates the application of the SOTER methodology for the construction of middle- and detail-scale soil maps, using the data from the General survey of agricultural soils.

Assessing the stream water quality dynamics in connection with land use in agricultural catchments of different scales

We introduce a simple method for estimating the changes of nitrate concentrations in surface waters regarding the land use modification. Stream and drainage water nitrate concentrations in prevailingly agricultural catchments of three different scales located in the Crystalline complex of the Czech massif, Czech Republic, were included in this study. Water quality samples were collected through the years 1992-2006 at monthly and bi-monthly intervals.

Evaluation of indicators of cadastral assessment

To justify the importance of the indicators affecting the cadastral value, surveys were carried out, by help of which opinions of different respondent groups were summarized. The interviewed respondent groups were real property specialists of municipalities and experts. The thematic blocks of the questions included in the questionnaires are designed with the aim to clarify the quality of the indicators of cadastral assessment models, as well as their significance.

Regulations require that real property cadastral assessment should be used internationally recognized real property evaluation methods - the method of comparison, cost method and income capitalization method. The study assessed content and nature of evaluation methods. The studied, which the evaluation methods today are likely to use in the cadastral assessment and which depends on the database of stored information. The main conclusion of the study is that the cadastral assessment using as many methods possible to obtain a more objective cadastral value.

Cadastral valuation model for building land has been approved by Regulations of Cabinet, and is expressed by a mathematical formula. The elements of cadastral valuation model for building land are the following: the base value of the building land, the land area under jurisdiction conditioned by the purpose of use, correction coefficient of the area, the correction coefficient accounting for the changes in the market, the correction coefficient of encumbrances and the correction coefficient of pollution.

Land quality assessment is one of the most important characteristics that affect the real estate cadastral value, which is used as the base value for the rural cadastral evaluation. The study evaluated soil quality assessment in the parishes of Latvia. The study deals with the analysis of the agricultural land area and the evaluation of the county real property expert survey results. The study has led to the conclusion that the soil quality assessment is important data for the determination of cadastral value.
