Indonesia, as an archipelagic nation, has about 150 million people (60%) living in coastal areas. Such communities are increasingly vulnerable to the effects of change, in the form of sea level rise and stronger, more intense storms. Population growth in coastal areas will also increase the disaster risk mainly because of climate change-related effects such as flooding, droughts, and tidal floods. This study examines the dynamic changes of urban population and urban villages in three decadal periods, from 1990, 2000, to 2010.

This Regional Legislative Decree, consisting of 18 articles, adapts Law No. 54/2005 on the ownership of water resources to the legislation of the Autonomous Region of Madeira. It regulates the following land ownership issues: Land near the crest of the cliffs reached or inserted in consolidated urban centres; Process of recognition of private property on public land parcels; Administrative easements on private plots of beds and public water banks; Areas threatened by the sea or floods, etc.

This Decree-Law, redefines the Southern Integral Tourism Development Zone (ZDTI) of "Baia das Gatas" within the island of São Vicente. It establishes new configuration of the above mentioned zone, taking into account that the previous amendment did not take into account the people agglomeration of the Northern ZDTI of the Baia das Gatas that is contained in the Southern ZDTI.
