Por la presente Ley se establecen las bases para la organización, explotación, fomento, sanidad y protección de la ganadería, avicultura y especies menores (ganado ovino, caprino y porcino) en el Estado de Tlaxcala. La Ley define las atribuciones de las autoridades competentes, y en especial de la Dirección de Agricultura y Ganadería del Estado. También regula la creación y el funcionamiento de las organizaciones de ganaderos.

This sectorial Action Plan aims at proposing measures to protect the national soil from deterioration, limit the land degradation and soil erosion, and to combat the desertification. It is meant as an implementation of the art. 4 of the International Convention to Combat Desertification of 1994.The Plan can be divided in three main sections. Arid shrub-lands in Syria and elsewhere in West Asia and North Africa are widely thought degraded. Characteristic of these areas is a preponderance of unpalatable shrubs or a lack of overall ground cover with a rise in the associated risks of soil erosion. Migrating pastoralists have been the scapegoats for this condition of the range. State steppe interventions of the last forty years have reflected this with programs to supplant customary systems with structures and institutions promoting western grazing systems and technologies.

The Horn of Africa is one of the most conflict-prone areas of the world. It is also home to about 20 million pastoralists, which keep moving with their livestock in search for grazing land and water points. Pastoral conflicts are becoming more and more serious. CEWARN - a regional mechanism for preventing conflicts - tries to close the gap between 'early warning' and 'early response'.
