El presente Decreto Legislativo modifica la Ley que establece los principios generales necesarios para promover la inversión privada en el desarrollo de las actividades económicas en las tierras del territorio nacional y de las comunidades campesinas y nativas, respecto a la necesidad que las comunidades regularicen su organización comunal para la adquisición de las tierras comunales y dispongan del voto a favor de no menos del cincuenta por ciento de los comuneros posesionarios con más de un año.

This Act concerns the appointment of traditional leaders and local government in Zimbabwe, in particular with regard to land and water.The Act provides for the appointment of Chiefs, Headmen and Village Heads. These local officers shall have a wide range of powers in the field of local administration regarding, among other things, grazing, allocation of communal land and communal land use, irrigation and use of natural resources. The Act also provides rules relative to Village Assemblies, Ward Assemblies, Provincial Assemblies, Councils of Chiefs and Development Committees.

This Act, consisting of 3 Parts and 2 Schedules, establishes that all land which immediately prior to the commencement of this Act was vested in the Maori Trustee subject to the provisions of Part 14 or Part 15 of the Maori Land Act 1931 shall, at the commencement of this Act, become vested land subject to the provisions of this Act. On the commencement of this Act, all vested land shall cease to be subject to any trusts theretofore applying to the land, and the land shall be administered and dealt with in accordance with the provisions of this Act.

La presente Ley de Reforma Agraria considera la reforma agraria como un proceso integral y un instrumento de transformación de la estructura agraria del país, destinado a sustituir los regímenes de latifundio y minifundio por un sistema justo de propiedad, tenencia y explotación de la tierra, que contribuya al desarrollo social y económico de la Nación.

La presente Ley de Reforma Agraria tiene como finalidad la transformación de la estructura agraria del país y la facilitación de su desarrollo económico y social, mediante la sustitución del régimen de latifundio y minifundio por un sistema justo de propiedad, tenencia y explotación de la tierra.

This Act provides with respect to the administration, structure, operations, powers, responsibilities and (additional) functions of the National Land Commission established by Article 67 of the Constitution and for certain aspects of management and administration of land in accordance with the principles of land policy set out in Article 60 of the Constitution and the national land policy.

The Act makes provision for certain aspects of district administration and the recognition, appointment and functions of Chiefs and Village Headmen. The Act sets out the functions and powers of various local public officers and in particular of Chiefs. They shall carry out the traditional functions of the office under customary law in so far as the discharge of such functions is not contrary to the Constitution or any written law.

For the purposes of this Act there is hereby established an office to be known as the Central Land Record Office which shall be responsible for the administration of the provisions of this Act and be the central repository of copies of all records of customary land holdings. These offices shall be managed by the Judicial and Legal Service Commission acting as National Recorder. Tasks of the National Recorder are set out in section 7 and include registration of customary land. "Customary land" has the meaning ascribed thereto in section 2 of the Land and Titles Act Titles.

The National Land Use Policy aims at enhancing people’s food security, water resource development, improvement of transportation, economic and business development, and protection of environment and cultural heritage.

La Comisión Nacional de demarcación del hábitat y tierras de los pueblos indígenas y comunidades indígenas, tendrá por objeto promover, asesorar y coordinar todo lo relativo al proceso nacional de demarcación del hábitat y tierras de los pueblos y comunidades indígenas.

Las presentes disposiciones tienen por objeto la creación, en el ámbito del Ministerio de Agricultura, de la Comisión Asesora de Asuntos Indígenas, cuyo objetivo será servir de instancia coordinadora en materias de promoción y seguimiento de la ejecución de planes, proyectos y programas orientados a la solución de problemáticas y necesidades de las poblaciones indígenas.

La presente Resolución aprueba la Directiva que precisa la normatividad aplicable y establece normas que regulan el adecuado y uniforme procedimiento de inscripción de las Comunidades Nativas en el correspondiente libro del Registro de Personas Jurídicas.
