Spatial modifications should be introduced in areas where members of the local community actively participate in consolidation projects. Social acceptance is the key prerequisite for successful land consolidation. How should the sequence of land consolidation measures be planned in a rural area whose inhabitants have not expressed their opinions about the project? Are the existing criteria, which are applied to evaluate land consolidation measures mostly in agricultural regions, sufficient?

Already during the Land Reform, land properties of several land parcels were formed in the rural areas. Another factor that benefits to the fragmentation of farm properties is development of land market because buying or renting land for farm size building, it is not always possible to find adjacent land plot. Consequently, the land fragmentation not only makes land management difficult, but also increases the transport costs. With this rural land tenure system, competitive and efficient agricultural production cannot be discussed, so a large part of rural areas remains untreated.

Attitudes towards the land rights of Sami reindeer herders have changed considerably during the last 100 years. So, too, has consideration of how such rights should be treated by Land Consolidation Courts. This paper reviews changes in attitudes to the Sami land rights with respect to how these are considered in Land Consolidation Courts in southern Sami areas in Norway. The review also considers changing attitudes regarding the competence of Land Consolidation Courts to deal with such matters.

Land consolidation in Slovak Republic is claimed to be negatively perceived, although, there is no empirical evidence of this. This is used by administration to interfere with land consolidation. Based on owners' opinion in cadastral area of Malý Báb, where land consolidation was carried out, we show that a positive view on land consolidation prevails (almost 80%). In Romania, farm restructuring is an ongoing process, largely conditioned by the legal frameworkthat accompanied the land reform during the transition period. After 1990, Romanian agricultureexperienced critical shifts in farming structures, reflected also in the production ones. Whilearable land represents 63% of the UAA, a restrictive production factor in developing acompetitive agriculture resides in the fact that 61.7% of total arable land is utilized in excessivelyfragmented family farms – 14303 thousands plots.

Land consolidation is a new concept in Latvia, although in other countries of the world it has been known since the end of the 18th century. Land consolidation is implemented to improve the spatial structure of land holdings and agricultural infrastructure and to rationally use natural resources. It is particularly significant in agriculture when establishing farms of optimal size and territorial location. Land fragmentation hinders not only land management but also increases the transport cost.

This paper tries to provide some solutions regarding farm consolidation and to diminish the share of subsistence farming, by analysing demographic tendencies, the ownership structure of agricultural land and the structure of the rural workforce, in Romania. The emphasis will fall on the following main solutions: the withdrawal of agricultural pensioners from the agricultural activity in return for an additional pension (before 2007) and the application of the early retirement scheme after joining the EU (probably in 2007).
