La presente Ley tiene por objeto la regulación de la ordenación del territorio, la ordenación del litoral y de la actividad urbanística en la Región de Murcia para garantizar, en el ámbito de un desarrollo sostenible, el derecho a disfrutar de un medio ambiente adecuado para el desarrollo de la persona y la protección de la naturaleza, el derecho a disfrutar de una vivienda digna y adecuada y la protección del patrimonio cultural y del paisaje.

This Regional Law establishes that the prices of plots of urban land destined for agricultural production in ownership by agricultural organizations or peasant farms allotted thereto on condition of permanent (open-ended) land tenure or as life-long hereditary possession shall be established with 15 percent reduction in relation to its cadastre value.

La présente ordonnance prévoit qu’à compter du 1er avril 1970, en application de la loi n° 63-441 du 9 janvier 1964 relative au domaine national, tout ressortissant étranger qui n’aurait ni bâti, ni mis en valeur son lot urbain sera déchu de ses droits. Le terrain urbain sera ensuite incorporé dans le domaine de l’Etat.

This Regulation provides for the establishment of the Agency of Legalisation, Urbanisation, and Integration of Informal Zones/Construction (ALUIIZC) as a central public institution under the authority of the Minister of Public Works, Transport, and Telecommunication that functions at both central and local levels. The Agency works under the framework of Law No. 9482 of 2006 on legalization, urbanization, and integration of the unlawful constructions. The Agency structure and tasks are further laid down.

Local government shall be responsible for supervision over land-use planning of urban land in residential areas. This Housing Code shall establish requirements for acknowledgement of land plots destined for residential areas and the establishment of the boundaries thereof. It also regulated the issues of expropriation of land plots under residential facilities for public need and the modalities of compensation to the owners of the aforesaid residential facilities. The right of ownership to land plot under residential facility of the owner thereof shall be regulated by land legislation.
