この「世界食料農業白書2010-2011年報告」 は“農業における女性：開発に向けたジェン ダーギャップの解消”を主題としている。農 業部門は多くの開発途上国で伸び悩んでお り、その主な原因の１つは、女性たちが自ら の生産性を高めるために必要な資源と機会を 平等に手に入れることができないでいること にある。本報告は、ミレニアム開発目標のジェ ンダー平等（MDG ３）と貧困・食料安全保 障（MDG １）は互いに補強し合うものであ ることをはっきりと確認している。われわれ はジェンダー平等を促進し、農業に携わる女 性たちが飢餓と極度の貧困に立ち向かう闘い に持続的に勝利するための能力を与えなけれ ばならない。私は、MDG ３を達成すること がMDG １を達成する助けになりうると固く 信じている。

Land Tenure Working Paper 9. Based on international authoritative documents, this paper draws 14 principles to be taken into account when developing Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The paper sees Voluntary Guidelines as human-rights based documents that provide a framework and a point of reference for national and international policies.

Pour ce faire, il s’appuie largement sur les résultats de la consultation d’experts organisée en octobre 2002 par la Norvège et la FAO sur la gestion des stocks halieutiques partagés et en particulier sur les résultats des nombreuses études de cas présentées au cours de la consultation.

This study is intended to contribute to the effective implementation of the Voluntary Guidelines by exploring ways of monitoring the governance of tenure of land, fisheries and forests and providing a civil society perspective on monitoring in the context of the Guidelines. It provides an overview of existing and commonly used monitoring systems and practices in relation with tenure of land, fisheries and forests by civil society organisations and institutions. In order to do so, it will propose a schematic categorization of monitoring in the context of land, fisheries and forests.

The Technical Guide on Pastoralism builds on a number of initiatives and studies from recent years that have shone a light on pastoral governance and land tenure: on the inherent challenges pastoralists face, the shortcomings of governments in securing pastoral tenure, and the emerging examples of success and progress from around the world. This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrangements.

Land Tenure Working Paper 8. This paper articulates the views and demands of marginalised groups regarding the tenure of land and other natural resources. It points out the importance of adopting human rights framework when developing Voluntary Guidelines. Such framework means addressing the unequal relationships of power and corruption within and behind prevailing land tenure structures. It makes the governance of tenure of land and other natural resources more accountable, transparent, democratic and participatory.

Desde sus orígenes, el desarrollo de la agricultura ha estado estrechamente ligado al trabajo de la mujer. Su contribución a la agricultura se remonta a más de 6 000 años, cuando se inició la domesticación de animales y plantas en los primeros asentamientos humanos. Con el paso del tiempo, con la división del trabajo y de responsabilidades tanto en el seno de la unidad familiar como en la comunidad, se asignaron a las mujeres las tareas y responsabilidades vinculadas a las actividades agrícolas y nutricionales.

FAO and its development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, the private sector, civil society, academia, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.
