The overall aim of the present Forestry Development Master Plan is to provide a basis for achieving sustainable utilization and development of forest and wildlife resources, modernization of the timber industry and conservation of the environment, and thereby ensure realization of the objectives of the Forest and Wildlife Policy. At the same time, the various proposals have had to take account of the need to improve the state of the environment, the complexities of land tenure and the importance of appropriate and efficient land use.

This Regional Law regulates the allotment, free of charge, of public land plots with delimited ownership and pertaining to the regional or municipal public land stock in ownership to some categories of citizens. The following categories of citizens shall have the right of allotment free of charge of public land in ownership: (a) multi-child families; (b) single-parent families with dependent children of minority age; (c) orphans upon reaching the age of 25 years thereby; and (d) families awarded with the Order “Parental glory”.

This Regional Law establishes that the prices of plots of urban land destined for agricultural production in ownership by agricultural organizations or peasant farms allotted thereto on condition of permanent (open-ended) land tenure or as life-long hereditary possession shall be established with 15 percent reduction in relation to its cadastre value.

Article 8.1 shall be amended to add the following wording: “Regional Government shall exercise the following plenary powers: (a) governance of regional public land; (b) allotment of land plots pertaining to regional property free of charge in ownership or in open-ended hereditary possession or tenancy; (c) land valuation for the purpose of conclusion of purchase and sale contracts; (d) establishment of land lease fees; (e) establishment of servitude fees and establishment of public servitude; and (f) validation of average cadastre value of land”.
