Se trata de un movimiento legítimo que busca respuesta a problemas cuya solución ha sido largamente aplazada. Todos coinciden en que el problema de la tierra y la violación de sus derechos humanos no es nueva, pero que ha sido agravada por el conflicto armado, que no solo ha contribuido al debilitamiento de las organizaciones, sino a la pérdida de tierras, cuya consecuencia es la reducción de sus territorios.

Their approaches, tools and methods vary widely – from legal literacy training to paralegals programmes, from participatory methodologies to help local groups register their lands or negotiate with government or the private sector through to legal representation and strategic use of public interest litigation.

However, much debate and policy advice is still based on assumptions that see a sedentary lifestyle as the desirable development outcome for pastoralist communities. This paper investigates current practices of collective action and how these are affected by changing property rights in the pastoralist and agro-pastoralist economies of three selected sites in eastern Ethiopia.
