These Regulations implement provisions of the Land Survey Act in relation with survey operations (presentation of survey to the Chief Surveyor, marks, units of measurement, measurement instruments, calculations, etc.), survey plans and disputes regarding surveys. If a dispute arises between a licensed surveyor and the Chief Surveyor over the application of the regulations, either party may refer the matter to the Board. The Board shall hear and determine such dispute, and its decision shall be final.

The present Regulation enacts the Agricultural Marshland Conservation Act. The Regulation lays down provisions relating to non agricultural use of land. In particular, section 2 establishes that for the purpose of subsection 41(6) of the Agricultural Marshland Conservation Act areas indicated on the maps in this section are lands with non-agricultural uses that existed on the coming into force of the Act.

Minor Amendment of paragraph 2, with the sibstitution in the text of the period 12 months with 3 years.The functions of the Authority include to optimize land resources and to provide secure and effective registration systems for transactions relating to land in Singapore. The Authority shall also manage and maintain the cadastre survey system as a foundation for land title as well as advising the government on matters relating to land survey, tenure, ownership and disposition. The Authority has the power to direct for the purpose of discharging its functions under this Act (sect. 7).

This Ministerial Decree establishes the structure and rules and regulations as regards land monitoring and the use of data related thereto. Land monitoring shall include survey, mapping and land valuation. Land monitoring shall be subdivided into: (a) monitoring of agricultural land; (b) monitoring of urban land; (c) monitoring of industrial land; (d) monitoring of protected areas; (e) monitoring of forest land; (f) monitoring of land under waterbodies; and (g) monitoring of reserve land.

Article 3 of this Decree further elaborates the concept, introduced by article 3 of the Law, of administration by the State of all land that is in ownership of the national community. Individuals are prohibited from using land as a commodity for sale. The Central Land Allocation and Land and Forest Land Granting Committee coordinates carrying out of land surveys and the allocation of land in accordance with articles 3 and 4. Other provisions deal with the protection of land rights, use of agricultural land, lawsuits and issue of rules by relevant ministries. (10 articles)
