This Regulation determines the modalities of licensing of geodetic and cartographic activity carried out by juridical persons or by private employers. Geodetic and cartographic activity that comprises carrying out work in accordance with the Annex to the present Regulation is subject to licensing.

This Ministerial Decree establishes the modalities for coordinating and validating land use planning documentation and for keeping and providing access to land survey data. As envisaged by legislation, land use planning documentation shall be coordinated by the Federal Land Cadastre Service and its territorial branches, sanitary and epidemiological supervision bodies, entities involved in the protection of cultural monuments and local self-governments.

This Ministerial Decree establishes the modalities of carrying out territorial land use planning, and land surveys. Territorial land use planning shall be carried out by legal persons and individual entrepreneurs in accordance with contracts and on the initiative of local self-government bodies, landowners and tenants.

This Ministerial Decree establishes the modalities for licensing geodetic and cartographic activities carried out by legal persons. Such licences shall be model (simple) and be valid for five years. Licensing terms and conditions shall include: (a) observance of legislation in the sphere of geodesy and cartography; (b) access to geodetic and cartographic equipment and other technical means; and (c) possession of normative and technical documentation regulating geodetic and cartographic activity.

This Ministerial Decree designates the State Committee on Land Resources, Geodesy, Cartography and State Land Cadastre as the state administrative body subordinated to the Cabinet of Ministers, and shall be responsible for: (a) implementing state policy on land resource management, soil fertility improvement and land surveys and monitoring; (b) state supervision over the rational use and protection of land; (c) geodetic and cartographic activities; (d) state geodetic supervision; and (e) keeping the state land cadastre.

This Order establishes that land survey practices shall be carried out either by decision of local executive bodies or by application of the owners of the land plots in question, or by initiative of the territorial bodies of the Land Management Agency. Land surveys shall be carried out in accordance with contracts with the person(s) in possession of the land survey licence, in the following order: (a) preparation; (b) elaboration of land survey project; (c) examination, coordination and validation of land survey documentation; and (d) execution of the land survey.

The present Regulation establishes the modalities of issuing licences for geodetic and cartographic activity that shall be carried out by the Committee on Land Resources, Geodesy and Cartography. Licences shall be valid in the whole national territory. The period of validity shall be five years and it can be extended for the subsequent five-year period. The list of activities subject to compulsory licensing includes: (a) geodetic, cartographic and hydrographical surveying; (b) mapping; (c) distant zoning of the Earth; (d) state geographic information systems.

The present Regulation determines the modalities of ensuring protection of geodetic points. Geodetic point consists of special centre, external identification mark and external design represented by a ditch or bank that is the external boundaries of a geodetic point. Protection zone of a geodetic point is a plot of land on which it is situated and the strip of land of the width of 1 metre adjoining the external boundary of the geodetic point.
