The Regulation consists of 4 Parts. The present Regulation focuses of the improvement of state registration of rights to immovable property outlining some fundamental legislative provisions that must be implemented. One of the points is to bring together and unify as much as possible activity of state institutions for the formation of land cadastre and issuing of land certificates to legal and natural persons.

This Decree prescribes the implementation of the Land Law of 2003. It deals with the following matters: land price-determining methods, price brackets for assorted land categories; land use levy and land rent collection; compensation, support, resettlement when the State recovers land for use of defence or security purposes, for national interests, public interests, economic development; land inspection; sanctioning of administrative violations.

The present Regulation is made under the Law of Property Act. Section 1 establishes that “existing encumbrance or mortgage” means an encumbrance or mortgage that is registered and that has or will continue to have priority over or equal priority with the mortgage to be given. Decree No. 7 of the State Committee on Land Resources, Geodesy and Cartography validating the Regulation on access to information contained in state land cadastre register.

This Decree establishes that access to information contained in state land cadastre register shall be granted to the users concerned by the local executive bodies and local self-government in the place of location of plots of land. Information shall be granted upon submittal of written application containing place of location of the plot of land and name of the applicant. Information related to registration of the plot of land shall be granted to any legal or natural person.

Le présent décret fixe les modalités d’organisation et de confection du cadastre en République du Mali. Le cadastre, état civil de la propriété foncière, a pour but de confectionner les documents administratifs et les plans en procédant: - au recensement de toutes les propriétés foncières; - à la reconnaissance et la définition de leur limites; - à la constatation de leur mise en valeur; - et à leur évaluation en vue de l’établissement des impôts liés au foncier. Il assure, en outre, la garantie de la propriété foncière et sert de base aux grands travaux d’aménagement du territoire.

These Regulations make provision for the maps, plans or drawings which are required to accompany an application by a community body to register an interest in land. If the application is granted the maps, plans or drawings are to be entered in the Register of Community Interests in Land. The Schedule to the Regulations requires that the maps, plans or drawings use a metric scale corresponding to a scale used by the Ordnance Survey for that land, are taxative and show a north point.

Order No. 80 of the State Registration Authority validating the Regulation on legalization and registration of purchase and sale of agricultural land.

This Order establishes the modalities of legalization and registration of purchase and sale of the plots of agricultural land between the citizens of Kyrgyzstan and in case of expropriation of thereof from the persons who cannot own them in accordance with the legislation. Transactions with agricultural land shall be subject to compulsory state registration without notarial certification. In case of purchase and sale of a plot of agricultural land vendor and buyer change the purposeful use thereof on their own initiative.

The State Agency for the Registration of Immovable Property shall be the authorized state institution carrying out coordination and control of the common state registration system of immovable property in the sphere of regulation of land relations.

Decree No. 6 on subdivision of plots of land.

The present Decree establishes the rules governing land consolidations owned by citizens and legal persons irrespective of the nature of tenure and the presence or absence of constructions thereon. The plots of land registered in the state land cadastre can be subject to consolidation or splitting up. The adjoining plots of land not exceeding the established maximum size ceiling, owned by citizens, can be consolidated.

The President, for the purpose of increasing the efficiency of the state land resources, the conformation of the state management system to the new economic conditions, decrees as follows: 1) to set up the State Committee on Land Survey; 2) to entitle the aforesaid Committee with the functions of the keeping the state land cadastre, land monitoring and land survey, the state registration of ownership rights, carrying out the state supervision over the efficient use and the protection of land resources.
