En el marco de la Ley Nº 19.253, este Decreto tiene por objeto reglamentar la organización y el funcionamiento del Registro Público de Tierras Indígenas. La Corporación Nacional de Desarrollo Indígena es la autoridad responsable de abrir y mantener dicho registro, en el cual se inscribirán todas las tierras indígenas a que se refiere el artículo 12 de la mencionada Ley.

Implementa: Ley Nº 19.253 - Establece normas sobre protección, fomento y desarrollo de los indígenas. (1998-11-13)

This Decree establishes the modalities of updating cadastre value of immovable property (revision and re-calculation) subject to application of levies and taxes. Cadastre value of immovable property shall be updated by 1 January of the following year if within 15 October of the previous year was updated cadastre value of urban and rural land, was conducted zoning, due to change of land boundaries as a result of new mapping or due to change or modification of specific purposeful use of land.

This Decree approves the Interim Regulations on state registration of rights to use land. Registration of land use rights is conducted by the bodies of the State Agency on Land Management and Land Resources placed under the Government of the Kyrghyz Republic (Goszemagentstvo). Part II contains principles and legal status of state registration.

This Decree approves a proposal of the Working Group, established by the Government Decree dated 4 September 1995, on the implementation of the pilot projects on land and immovable property rights registration in Kant rayon of Chui oblast and Kara-Soo rayon of Osh oblast and makes provision for the carrying out of the proposal through the setting up of a Management Group and Rayon (City) Departments of state registration of land and immovable property rights for the purpose of conducting a pilot project.

The newly established register is functionally classified as a sub-register of the Rural Activities Register pursuant to Act 1515 of 1994. Reference is made to Council Regulation (EEG) No. 3508/92 in relation with the numbering and identification system.

These rules amend the Land Registration Rules 1925 so as to: (a) make provision for new forms of transfer, assent and discharge of part, new forms of transfer and assent of a registered charge affecting part of the land in a registered title and new forms of transfer for a portfolio of titles; (b) make provision for new forms of application to cancel notice of an unregistered lease or rentcharge, to register a caution against dealings with a registered title, to withdraw a caution and to place documents on deposit; (c) make associated amendments to certain existing prescribed forms.

The Land Registration Act 2002 makes provision about land registration and in particular provides for the appointment of the Chief Land Registrar. These Regulations make provision for the carrying out of the Chief Land Registrar's functions during any vacancy in that office. Regulation 2 makes provision for the appointment.

The Directive aims at preventing illegal expropriation, misuse or abuse of land and mismanagement of land rent, by ordering and providing for an inventory of all organizations and individuals that have been assigned land by the State or are directly managing and using land; those same organizations or individuals are compelled to provide the competent Authorities with the total land area measurements, the use they are doing of that land and to comply with land lease payment.

The Government decrees that the Regulation must be applied on the territory of the Russian Federation by all institutions entitled to carry out registration of immovable property and its transactions from the date of enactment of the Federal Law on state registration of immovable property and its transactions. The Regulation establishes forms of Common state register of immovable property and its transactions and common for the Russian Federation modality of filling it in. The Regulation consists of 8 Sections. Section 1 establishes the structure of Common state register.

The purpose of this Decree is to improve control over land protection and conservation. The aforesaid control shall be carried out either by state land inspectors or by social land inspectors. The latter shall be volunteers selected from the personnel of local self-government, state institutions and organizations aware of land legislation.
