These Rules set out the procedure to be followed in connection with local inquiries in Wales held by inspectors appointed by the National Assembly for Wales to determine appeals against: (a) enforcement notices under section 174 of the Town and Country Planning Act 1990; (b) the refusal or non-determination of an application for a certificate of lawful use or development under section 195 of that Act; and (c) listed building enforcement notices and conservation area enforcement notices under section 39 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

These Rules regulate the procedure to be followed for hearings in Wales caused by the National Assembly for Wales to be held before it, or an inspector, determines appeals made to it against enforcement notices, listed building and conservation area consent enforcement notices and non-determination of applications for a certificate of lawful use development on or after 1 June 2003. Rule 4 provides for the preliminary procedure to be followed, in particular the information to be provided by the local planning authority, on receipt by it of a notice that a hearing is to be held.

These Rules regulate the procedure to be followed in connection with local inquiries in Wales held by the National Assembly for Wales before it determines applications referred to it, or appeals made to it, on or after 1 June 2003 in relation to planning permission, listed building consent, consent for the demolition of unlisted buildings in conservation areas, tree preservation order consents or tree preservation enforcement notices.

These Regulations prescribe classes of uses and operations which are to be "county matters" for the purposes of paragraph 1 of Schedule 1 to the Town and Country Planning Act 1990.

This Decree establishes that construction of the objects that are not corresponding to the purposeful use of land and terms and conditions of land allotment, and also without documentation attesting the right to land plot shall be prohibited.

This Regulation establishes the modalities of inventory of previously registered land plots, maps and location of land plots. The list of previously registered land plots shall include: (a) land plots with assigned cadastre numbers; and (b) land plots without cadastre numbers. For the purpose of the identification of land plots subject to insertion in the inventory list of cadastre district shall be consulted and analysed the following documents: (a) land register; (b) register of cadastre numbers; and (c) list of payers of land tax and rent.

These Regulations make provision for the reconsideration of Decisions (made) by the Authority or Commission as the case may be. An applicant may make application for reconsideration and a reply shall be prepared by the Director. The applicant may refer in his application for a development plan or planning policy not referred to in previous representations. The applicant may answer the reply of the Director within thirty days from receipt of the reply.

These Regulations define types of environmental impact assessment; the projects that require environmental impact assessment, the procedures of such assessment and review of assessment, and tasks of public bodies with respect to environmental impact assessment.
