These Regulations define types of environmental impact assessment; the projects that require environmental impact assessment, the procedures of such assessment and review of assessment, and tasks of public bodies with respect to environmental impact assessment. Furthermore they provide for a register of environmental impact assessment consultants.The 45 regulations are divided into 9 Parts: General provisions (I); Types of environmental impact assessment (II); Full Environmental Impact Assessment (III); Limited Environmental Impact Assessment (IV); Transboundary effects (V); Register of consultants (VI); Enforcement (VII); Miscellaneous provisions (VIII); Transitory provisions (IX).Regulation contains an extensive list of interpretations including "effects", "environmental interference", and "precautionary principle". The Planning Authority and the Department of Environment Protection shall be the Competent Authorities for performing the duties as set out in these Regulations (reg. 3). Regulation 3 also defines the basic function of an environment impact assessment. Developments (defined in section 30 of the Development Planning Act) that require either a full or a limited assessment are listed in category I and category II of Schedule I. No development listed in that Schedule shall be approved without an assessment. An application for a development permission shall also be accompanied by a project description statement in accordance with regulation 5. An environmental impact statement shall be prepared by consultants registered under Part VI of these Regulations. The various stages in the procedure of drafting and review of a full environmental impact assessment and statements include a public hearing (reg. 25).
