El Reglamento consta de 288 artículos y reglamenta las normas relacionadas con el recurso agua en todos sus estados. Declara, a tenor del artículo 1º del Decreto Nº 2811/74, de 18 de diciembre de 1974, que la preservación y manejo de las aguas son de utilidad pública. La administración y manejo del recurso hídrico corresponde al Instituto Nacional de los Recursos Naturales Renovables y del Ambiente (INDERENA), salvo cuando haya sido adscrita a otras entidades.

The Government decrees to validate the Regulation. Committee of Municipal Services is a central Federal Executive Body entitled to carry out state regulation and inter-departmental coordination as regards municipal services (housing facilities, heat and electricity supply, water supply and sewerage, engineering protection, equipping with services and utilities, urban planning and road-building, waste disposal, municipal bath and laundry services, ritual services for the population, scientific planning and industrial and production support).

These Regulations provide for the incorporation into Irish law, in respect of relevant development of Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment. The Regulations modify the provisions of the Local Government (Planning and Development) Acts, 1963 to 1983 so as to provide a framework for the application of Environmental Impact Assessment (EIA) to the planning control procedures under those Acts, and for the application of EIA to relevant development by local authorities.

The present Ordinance implements the Federal Land use Planning Act of 22 June 1976 and the Building Law of 3 December 1978. In particular, the Ordinance lays down provisions relating to the cantonal land use plan. The purpose of the plan is to coordinate the land use planning of the federal state and the other cantons. These Regulations implement sections 106A and 106B of the Town and Country Planning Act 1990. These sections enable a person against whom a planning obligation is enforceable to apply to the local planning authority to have the obligation modified or discharged and provides for an appeal to the Secretary of State if such an application is refused or not determined.

Article 1 establishes the Hessen Soil Research Office. The tasks of the Office are, inter alia, as follows: soil research, geological examination of the soil for construction purposes, completion and issue of geological maps, search for mineral deposits, hydro-geological research and groundwater observation service, advising regional and municipal authorities on related subject matters, cooperation with other geological institutes of the other German Länder and with German Universities and geological institutes abroad.

This Ordinance provides for the control of reclamation and use of the foreshore and seabed.Where a reclamation is proposed, the Director of Land shall prepare and publish a plan delineating and describing the proposed reclamation and the foreshore and seabed to be affected as provided for in the text.The Ordinance provides for: objections to the proposed reclamation; claims for compensation; payment of claims and interests; etc.
