This Act concerns development planning in Wales. It makes provision about sustainable development in the exercise of functions relating to development planning and applications for planning permission.

This Regional Law establishes maximum cost of territorial land-use planning and land survey for plots of land destined for individual subsistence farming, gardening, vegetable growing calculated for 100 square metres of the territory.

This Regional Law establishes cases of expropriation, including repayment, of public or municipal land for public and municipal needs. Expropriation shall be performed in the following cases: (a) for public construction in accordance with land-use planning projects; (b) for realization of regional and municipal programs; (c) for conservation of the objects of cultural heritage in public ownership; (d) institution of new or extension of already existing protected areas; and (e) construction and reconstruction of objects partially or completely financed out of regional or local budget.

The present Ordinance lays down principles for the assessment of the market value of land. This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. The Chittagong Hill Tracts (CHT) peace accord was signed on December 2, 1997 in Dhaka at the Prime Minister's office between the government and the Parbatya Chattagram Jana Sanghati Samity (PCJSS). However, some hill tribe sects and organisations have rejected the accord.
