This report summarizes the background, achievements and emerging outcomes of the Securing Access to Land and Resources (SALaR) project implemented towards improving land and natural resources tenure security for rural poor smallholder farmers, including women, men, youth and vulnerable groups in Uganda, Philippines and Laos.

This chapter explores the interface between land tenure rights and soil security and screens through the Cameroonian land tenure legislation in order to identify relevant provisions that guarantee soil security.

Land and labour rights can intersect in multiple ways. Investments in large-scale plantations often entail trade-offs between job creation and compressions of land rights. Also, labour relations can involve tenure dimensions, for example where estate managers sublet plots for workers to complement wages with food production for their family or local markets.

For the past few decades, efforts to strengthen women’s land rights in many sub-Saharan African countries have primarily focused on a single approach: systematic registration through individual/joint certification or titling.

In the next 30 years, Africa’s population is expected to double, and the continent will be home to 2.5 billion people. Almost half of this population will be living in urban agglomerations. Metropolitan cities, such as Lagos, Nairobi, Dar es Salaam or Abidjan will host several tens of millions of urban dwellers.

For the estimated 70% of the world population that lives on property without a formal land title, life can be precarious.

After the political change in Nepal of 1951, leapfrog land policy improvements have been recorded, however, the land reform initiatives have been short of full success. Despite a land administration system based on cadaster and land registries in place, 25% of the arable land with an estimated 10 million spatial units on the ground are informally occupied and are off-register.

Secure land tenure is key to eradicating poverty;increasing agricultural investment and ensuring food security;and is an essential element of climate action and climate resilience. Yet women have far weaker rights to land than men.
