The Voluntary Guidelines on the Responsible Governance of tenure of Land, Fisheries and Forests in the Context of national Food Security (VGGt) represent a new international legal instrument, which was adopted unanimously in 2012 by the United nations Committee on World Food Security (CFS). the Guidelines are a soft law instrument that does not create new, legally binding obligations for states or responsibilities for private actors, but that applies existing governance standards, particularly for human rights, to the management of land.

There is wide engagement with large-scale land deals in sub-Saharan Africa, particularly from the perspectives of development and international political economy. Recently, scholars have increasingly pointed to a gendered lacuna in this literature. Engagement with gender tends to focus on potential differential impacts for men and women, and it also flags the need for more detailed empirical research of specific land deals.

Since the onset of the phenomenon of large scale land acquisition for agri-business in Sierra Leone, after the first whistle was blown by Green Scenery, many studies have been conducted by various researchers, some to meet requirements for degree thesis, others for policy and development purposes. There is the fear in a school of thought opposed to large scale land acquisition that there is danger in corporate entities ascribing huge portions of land to themselves in the guise of investment and annihilating the actual land owners.

Looking at several large-scale land deals in Mozambique, Tanzania and Zambia, this documentary film highlights the nuanced impacts of these investments. Small-scale farmers and producers, national government officials, and African policy-makers unpack the deals, showing that there are winners and losers when providing investors access to large tracts of land in Africa. This presentation summarizes an on-going research in Myanmar, carried out by renowned agricultural specialist U San Thein and a team of experts, with the support of MRLG. This research is based on a thorough analysis of records on vacant, fallow and virgin land allotted for mainly agri-business projects between 1992 and 2016, and also an analysis of the reports of the Parliamentary Investigation Commission on land confiscation and the return of land. The study also included interview responses from key government staff in all concerned line ministries.

Large-scale land acquisitions continue to be an important issue for governments, development organisations, NGOs and farmers’ organisations all over the world; this remains the case even in times of global economic slowdown, recession and crisis. The scale of this trend and its significant impacts on rural transformation and livelihoods make it necessary to further monitor, observe and positively influence such deals wherever possible.

Through collecting data on large-scale land transactions, the Land Matrix increases transparency to foster accountability of investors and other parties involved in large-scale land transactions. The Land Matrix aims to contribute in an innovative and relevant way to the growing movement towards open development - allowing for greater public involvement in critical decisions that affect the lives of land-users around the world.

The LM Africa Focal Point developed a detailed profile of large-scale land acquisitions in Tanzania.

Section I provides an overview of large-scale land deals. It assesses the trend at a global level and examines structural obstacles faced by efforts to regulate such deals. Section II focuses on corruption as a major obstacle to improving the protection of local communities and indigenous peoples whose livelihood, identities, and traditional ways of life depend on the use of local lands and natural resources. This phenomenon is largely understudied because corruption, by its very nature, is hidden and therefore poorly documented.
