The Framework and Guidelines on Land Policy (F&G) in Africa is the result of a three-year road map of activities that involved intense reflection, rigorous consultations and exemplary collaboration across the continent. These activities involved African continental and regional institutions, governments, prominent African land experts from all regions of the continent, and representatives of land stakeholders and development partners.

The Heads of States and Government of the African Union, met at the 13th Ordinary Session in Sirte, Libyan Arab Jamahiriya, from 1 to 3 July 2009 reaffirming the commitments made to poverty eradication with the view to raising the living standards of peoples and the wellbeing of future generations. This Decree, consisting of 53 articles divided into eight Parts, regulates State Land Lease or Concession. It determines the principles, procedures, and measures regarding granting of state land for lease or concession with the aim to ensure the uniform management and use throughout the country, to boost the development of state land, to turn land into capital, to promote the investment for cash crop production and for services, and to build income for the state budget.

These provisions supplement Law No. 9948 of 2008 as regards the deadlines for the submission of examination requests. The new deadline is extended for six months as from the entry into force of this Law.

Corn ethanol plants consume large amounts of corn and their location has the potential to alter local crop prices and surrounding agricultural land values. The relationship between ethanol plant location and agricultural land prices is examined using data obtained from the Agricultural Credit Survey administered by the Federal Reserve Bank of Kansas City.
