This Guide has been developed for use by our colleagues and partners in implementing the GLTN capacity development strategy at country level. It is based on practical experience gained in the course our work during GLTN Phase 2, specifically in the development and application of pro-poor, gender responsive land tools. In our experience, learning is a fundamental precondition for the successful innovations that are so urgently needed to achieve responsible land administration for secure land and property rights for all.

Habitat III is a critical opportunity to reinvigorate global commitment to sustainable development and this draft sets us on the right path. The New Urban Agenda must: 1) emphasize adequate and affordable housing, 2) prioritize security of tenure, 3) promote community-led development, and 4) set specific and accountable measures.

This report on the Scoping and Status Study on Land and Conflict reviews the global context and the inspiration driving the study, The three key findings of the study are the existence of multiple areas of UN engagement on land and conflict across the UN pillars, the existence of multiple entry points for improved synergy and that the status quo is not fit for purpose. Based on the above findings, the study presents six recommendations  for consideration by the Rule of Law Resource and Coordination Group, the UN Working Group on Transition, other non-UN entities and Member States.

The absence of a clearly defined land use policy in Kenya after years of independence has resulted in a haphazard approach to managing the different land use practices and policy responses. Land use continues to be addressed through many uncoordinated legal and policy frameworks that have done little to unravel the many issues that affect land use management. The Constitution of Kenya 2010, Kenya Vision 2030 and the Sessional Paper No. 3 of 2009 on National Land Policy all call for a clear framework for effectively addressing the challenges related to land use.
