The Medium Term Strategy and Business Plan is a national strategy with a sectoral approach, which covers a period of five years from 2012 to 2016. The main objectives are: a) to create an enabling environment for agricultural development, b) to enhance crop production, c) to enhance accessibility of affordable inputs and credit to farmers, d) to enhance land productivity and promote sustainable land use and environmental conservation, e) to promote access to markets.With a view to eradicating hunger and food insecurity, special food security programmes will be developed and implemented.

This Regional Law establishes plenary powers and jurisdictional competence of state bodies and local government in the sphere of land relations. This Act contains a wide range of measures to devolve more powers to councils and neighbourhoods and give local communities greater control over local decisions like housing and planning. It also concerns a wide variety of matters affecting the environment.

This Regulation implements the Contaminated Land Management Act 1997 by providing specifications on record keeping (Part 2) and on site auditors (Part 3). The Regulation is completed by one schedule that contains the model forms prescribed under the Act.

This By-law provides for the implementation of the Crown Lands Act 1989 by providing specifications on Trust Boards (Part 2, div. 1) and other administrative matters, on the access to and use of reserves (Part 3) and on various matters related to the management of reserves (Part 4). 4.1 The Agriculture Development Strategy (ADS) will guide the agricultural sector of Nepal over the next 20 years. The structure of the agricultural sector is expected to change considerably with agribusiness to grow faster. Strong linkages between agriculture and other sectors in the economy will be critical to the reduction of poverty particularly in rural areas where the development of non-farm activities based on agriculture will be fundamental for the growth of an overall robust economy, a more balanced rural economy, and employment generation.

The Order sets out requirement standards for good agricultural and environmental conditions in order for farmers to comply with regulations on granted subsidy for land development, in accordance to the Rural Development Programme for the period 2007-2013.
