The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.


The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

These Regulations amend the Countryside Stewardship Regulations 2000 which make provision for payments to be made to any person who enters an agreement with the Secretary of State requiring him to carry out an activity which is conducive to a specified purpose on land in which he has an interest. The Regulations amend the maximum rates in respect of certain payments listed in Parts I, II and III of the Schedule to the principal Regulations. Payments in respect of the preparation of whole-farm environmental audits are introduced.

These Rules make provision for the procedure to be followed in respect of cases before the Lands Tribunal. They replace the Lands Tribunal Rules 1975. The Rules consolidate the procedure in relation to appeals. They no longer provided for prescribed forms to be used except in relation to applications under section 2 of the Right of Light Act 1959.

Access to the Countryside (Exclusions and Restrictions) (England) Regulations 2003 (S.I. No. 2713 of 2003).

The Countryside and Rights of Way Act 2000 creates a public right of access to certain types of land, subject to certain conditions. The Act also provides for the exclusion or restriction of this right in certain circumstances. These Regulations contain provisions relating to the exclusion or restriction of such right of access to land in England. Part II of these Regulations contains provisions relating to means by entitled person so as to exclude or restrict the right of access to any land and relevant procedures.

The Land Registration Act 2002 makes provision about land registration and in particular provides for the appointment of the Adjudicator to Her Majesty's Land Registry. These Regulations make provision for the carrying out of functions during any vacancy in that office. Regulation 2 makes provision for the appointment. Regulation 3 makes provision for jurisdiction and powers.

Environmental Protection (Restriction on Use of Lead Shot) (England) (Amendment) Regulations 2003 (S.I. No. 2512 of 2003).

These Regulations amend the Environmental Protection (Restriction on Use of Lead Shot) (England) Regulations 1999 which apply in relation to England only. The 1999 Regulations prohibit the use of lead shot for shooting with a shot gun: (a) on or over any area below the high-water mark of ordinary spring tides; (b) on or over the sites of special scientific interest included in Schedule 1 to the 1999 Regulations; or (c) any wild bird included in Schedule 2 to the 1999 Regulations.
