The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.
The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

Town and Country Planning (Environmental Impact Assessment) (England and Wales) (Amendment) Regulations 2000 (S.I. 2867 of 2000).
These Regulations implement, in England and Wales, Council Directive 85/337/EC on the assessment of the effects of certain public and private projects on the environment, as amended by Council Directive 97/11/EC, in relation to applications to mineral planning authorities to determine the conditions to which a planning permission is subject. The 1999 Regulations impose procedural requirements in relation to the consideration of applications for planning permission under the Town and Country Planning Act 1990.
Town and Country Planning (Determination of Appeals by Appointed Persons) (Prescribed Classes) (Scotland) Regulations 2010 (S.S.I. 467 of 2010).
These Regulations prescribe the classes of appeal which are to be determined by persons appointed for the purpose by the Scottish Ministers instead of being determined by the Scottish Ministers and provide for publication by planning authorities of any direction made by the Scottish Ministers specifying classes which continue to be determined by the Scottish Ministers. Prescribes classes include an appeal for the purposes of the Schedule to the Hazardous Substances Act and an appeal regarding the felling of trees.
Planning (Hazardous Substances) (Amendment) (Wales) Regulations 2010 (W.S.I. No. 450 (W.48) of 2010).
These Regulations implement, in relation to town and country planning in Wales, Article 12 of Directive 96/82/EC on the control of major accident hazards involving dangerous substances in relation to inclusion of objectives in land-use policies of preventing major accidents and limiting the consequences of such accidents.
Town and Country Planning (Appeals) (Scotland) Amendment Regulations 2011 (S.S.I. 378 of 2011).
These Regulations amend the Town and Country Planning (Appeals) (Scotland) Regulations 2008 to extend the application of those Regulations to appeals under sections 18 and 35 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997 and to the consideration of applications referred to the Scottish Ministers following a direction under section 11 of that Act.
