The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.


The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

This Order, which applies in relation to England only, amends the Town and Country Planning (General Development Procedure) Order 1995 by altering the time limit for appeals from three to six months.

These Regulations make provision regarding an application for modification or discharge of an obligation entered into under a good neighbour agreement made pursuant to section 75D of the Town and Country Planning (Scotland) Act 1997 (as inserted by the Planning etc. (Scotland) Act 2006). The Regulations also apply the procedures contained in the Town and Country Planning (Appeals) (Scotland) Regulations 2008 to appeals made under section 75F, which enables an applicant to appeal to the Scottish Ministers in certain circumstances.

Protection of Water Against Agricultural Nitrate Pollution (England and Wales) (Amendment) Regulations 2006 (S.I. No. 1289 of 2006).

These Regulations amend the Protection of Water Against Agricultural Nitrate Pollution (England and Wales) Regulations 1996 in relation with public participation in respect of drawing up certain plans and programmes relating to the environment as required by Community legislation. The Regulations concern public participation in the preparation, review or revision of any action programme relating to a nitrate vulnerable zone in England or Wales.

This Order amends the Town and Country Planning (General Development Procedure) Order 1995 in respect of England by omitting a provision that prohibits the making of a local development order which would grant planning permission for development that is likely to have a significant effect on a European (habitat) site. The revocation is consequential on regulation 5(36) of the Conservation (Natural Habitats, c.) (Amendment) Regulations, which inserts provision to similar effect as the revoked provision in regulation 64A of the 1994 Regulations.
