The Dutch United Provinces declared their independence from Spain in 1579; during the 17th century, they became a leading seafaring and commercial power, with settlements and colonies around the world. After a 20-year French occupation, a Kingdom of the Netherlands was formed in 1815. In 1830, Belgium seceded and formed a separate kingdom. The Netherlands remained neutral in World War I, but suffered German invasion and occupation in World War II. A modern, industrialized nation, the Netherlands is also a large exporter of agricultural products. The country was a founding member of NATO and the EEC (now the EU) and participated in the introduction of the euro in 1999. In October 2010, the former Netherlands Antilles was dissolved and the three smallest islands - Bonaire, Sint Eustatius, and Saba - became special municipalities in the Netherlands administrative structure. The larger islands of Sint Maarten and Curacao joined the Netherlands and Aruba as constituent countries forming the Kingdom of the Netherlands.

The Kingdom of the Netherlands is a parliamentary constitutional monarchy.

This Act makes amendments principally to the Soil Protection but also the Environment Act, the Act on Economic Offences and the Act on Pollution of Surface Waters in relation with deposit in or on the soil of construction materials, soil and dredging. The amendments concern the making of rules for such activities, standards for deposited material and the protection of soil, water, air, public health, plants and animals.

This Act amends the Act containing rules regarding the emission of ammoniac from animal keeping premises belonging to the livestock sector in provisions concerning the granting of permissions pursuant to the Environment Protection Act as far as they concern the emission of ammoniac from animal keeping premises of the livestock sector. These amendments, among other things, appoint the provincial government as the authority to designate vulnerable areas for purposes of granting permissions and set out the criteria for such designation.

This Decree amends the Decree containing further rules relative to land consolidation in concentration areas so as to give effect to new provisions for the consolidation of land in general as laid down in the new Town and Country Planning Act. The Decree shall be in conformity with the new planning system introduced by the Act. The title of the principal Decree is amended.
