This paper examines the roles of the state, international organisations and the public in pastoral land reform in the Central Asian republics and Mongolia. In recent years new legislation has been passed in most of these countries, often driven by environmental concerns.

So if they find …… coal and gas and other minerals it doesn’t matter where they are found, their priority is to develop those industries and I think they will worry about ecosystems ……. as an afterthought. Right now their main focus is growth, economic growth.
