Afrique, République démocratique du Congo
Quelques jeunes de la République démocratique du Congo ont lancé des réflexions sur les vrais défis de la préservation de la biodiversité congolaise. Venus de différentes provinces de la RDC, ces jeunes ont voulu à travers cet exercice, marquer leur implication dans l’atteinte des objectifs du Cadre mondial de la biodiversité adopté à Montréal en 2022, lors de la COP15. La rencontre a eu lieu à Kinshasa, ce vendredi 26 mai 2023.

FranceAgriMer s’est penché sur la notion à la mode de souveraineté alimentaire, tâchant de l’étudier pour trente productions françaises, à travers trois indicateurs : dépendance aux importations, taux d’auto-approvisionnement et capacité d’exportation. Parmi ses conclusions : « pas d’effondrement » de la souveraineté ces dix dernières années, plutôt une légère dégradation, qui cache des situations très contrastées selon les filières.

Le Centre africain des politiques foncières (ALPC), qui est une initiative conjointe de la Commission de l'Union africaine (CUA), de la Commission économique des Nations unies pour l'Afrique (CEA) et de la Banque africaine de développement (BAD), a été lancé en 2017 pour succéder à l'Initiative pour les politiques foncières (IPF) qui avait été lancée en 2006. L'ALPC a facilité et coordonné la mise en œuvre de l'Agenda de l'Union africaine (UA) sur les terres à travers la mise en œuvre de la Déclaration sur les questions et défis fonciers et le Cadre et lignes directrices sur la politique foncière en Afrique. L'ALPC continue de s'efforcer d'atteindre son objectif stratégique de développer et de populariser l'utilisation d'outils d'apprentissage et de gestion des connaissances afin de faciliter l'élaboration et la mise en œuvre de politiques foncières fondées sur des données probantes. La Conférence sur les politiques foncières en Afrique (CLPA) contribue à la réalisation de cet objectif en fournissant une plateforme appropriée pour le dialogue, l'apprentissage et le partage d'expériences.

Un décret adopté le 3 mai dernier par le gouvernement ivoirien suscite une polémique au sein de la classe politique. Ce décret définit notamment la procédure pour constater des terres « sans maître » dans le domaine du foncier rural. Le but des autorités est, entre autres, d’immatriculer le plus de domaines fonciers possible.

Les 12 et 13 avril 2023, les étudiants du Master en Gouvernance et Gestion Foncière de l’Université Gaston Berger du Sénégal ont effectué une excursion pédagogique dans le pays sous la supervision du Professeur Samba Traoré. L’excursion, qui était complémentaire à la formation professionnelle de l’étudiant, a duré deux jours et s’est déroulée sur deux sites. L’itinéraire comprenait des visites à la délégation de la SAED basée à Ross-Bethio à Dagana et à la communauté de Bokhol.
