This Law, consisting of six Titles divided into 105 articles, establishes the organization and functioning of the State Local Administration Authorities. It establishes composition, duties and responsibilities of the above mentioned local institutions and specifies, among other things, that organization and operation of the State Local Government shall be governed by the principles of administrative decentralization, the constitutionality and legality, differentiation, transfer of resources, participation, collegiality, administrative simplification and bringing services closer to the people through the involvement of citizens, in individual or organized form. This Law applies to all State Local Administration Authorities. The Law is divided as follows: Organization and Functioning (Title I); Provincial Government(Title II); Municipal Administration (Title III); Community Administration (Title IV); Local Financial Resources (Title V); Final Provisions (Title VI).
