This paper focuses on the application of the concept of Integrated Water Resources Management (IWRM) in Tanzania. It asks: how did IWRM affect the rural and fast-growing majority of smallholder farmers' access to water which contributes directly to poverty alleviation and employment creation in a country where poverty and joblessness are high?

Summary Report of the TA Baseline Survey - Key Findings 

In Senegal, concern about large-scale land acquisitions has been growing since 2000. Senegalese agriculture has long relied on small-scale family holdings and extensive agriculture. But the current population growth rate, combined with rapid urban development and natural resources degradation, have inevitably changed the game.

The food security of more than 80% of Tanzania’s population and the country’s economic growth depend on family farming on certifi ed village lands. Realizing importance of smallholder’s roles in food security and economic development, the government introduced Village Land Use Planning (VLUP) as a tool towards sustainable family farming in support of green growth – a strategy for sustainably improving productivity within degrading natural resources.

This gender-sensitive toolkit enables civil society organisations, women and communities, as well as other actors to assess each country’s current legal framework and tenure governance arrangements in line with the provisions of the VGGTS and the AU F&G.

The sustainable management of natural resources, and particularly groundwater, presents a major challenge in arid regions to ensure security of water supply and support agricultural production. In many cases, the role of smallholder farmers is often neglected when managing irrigated water and land processes.

The turnaround strategy for the Recapitalisation and Development Programme (RADP) was presented against the backdrop of the Committee’s public hearings on 4 and 5 February 2015 on the implementation of the programme. The evaluation process conducted by the Department of Performance Monitoring and Evaluation (DPME) indicated that even though RADP had made some progress towards achieving its intended objectives, there was room for significant improvement.

The Committee was briefed by the Department of Rural Development and Land Reform (DRDLR) on its Annual Performance Plan for 2015/16, with the Minister and Deputy Minister in attendance. Due to the complexity of the agrarian transformation space, the DRDLR had developed a rural economy transformation model which would be implemented through the Agrarian Transformation System.

The Deputy Minister of the Department of Rural Development and Land Reform (DRDLR), addressed the Committee on the motivation for the amendments to the Extension of security of tenure (land) Amendment Bill, saying the fundamental resolve was to overcome decades of hardship in South Africa. Its redress was not about obsolete political stories, but about the creation of just opportunities.
