In this issue, we will be introducing the new Land tenure e-journal, which has just launched its first issue. This e-journal is dedicated to land-related issues, including land tenure. We will also learn about the recently issued report, the State of the World’s plant genetic resources for food and agriculture and we will introduce you to the new web site gearing up for the 2012 event marking the twentieth anniversary of the Earth Summit - FAO@Rio+20.

El manual es una herramienta dirigida a los responsables de proyectos y programas y contiene un procedimiento en seis pasos para facilitar el proceso de CLPI, al tiempo que muestra sus beneficios y provee el marco regulatorio que debe ser usado cuando se integren los derechos de los pueblos indígenas en las políticas y normas de las organizaciones.

FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

There is growing evidence that investing in developing countries’ agricultural sector is among the most efficient ways to reduce poverty and hunger. Agricultural investments can generate a wide range of developmental benefits, but these benefits cannot be expected to arise automatically and some forms of large-scale investment carry risks for host countries. Although there has been much debate about the potential benefits and risks of international investment, there is a lack of systematic evidence on the actual impacts on the host country and their determinants.

Land Tenure Working Paper 1. This document analyzes the implications for land tenure and land policy of biofuels. It examines the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It aims to pave the way for future empirical research on the links between the spread of biofuels and access to land, through developing a conceptual framework for such research and through taking stock of data available in the literature.

Land Tenure Working Paper 18. Presents the main themes that characterize the governance in land tenure and analyses the aspects related to the evolution of agricultural policy issues in various Central American countries. It also offers some examples and lessons learned from new models of land administration and land access mechanisms that Central American governments and International Cooperation have fostered over the past fifteen years in the Region. Настоящее исследование по вопросам управления землепользованием в странах Восточной Европы и Содружества Независимых Государств (СНГ) было подготовлено в качестве основания для обсуждения в ходе региональных консультационных совещаний в рамках разработки Добровольных руководящих принципов ответственного управления режимом владения землей и другими природными ресурсами ФАО. Региональное совещание для Восточной Европы состоялось в Бухаресте 22 24 марта 2010 года. Региональное совещание для стран СНГ будет проведено позже в этом году.

This FAO Legal Paper looks at and evaluates the present land-related laws and policies in operation in Sierra Leone and makes recommendations to align them with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT). The analysis was supported by two assessment tools, which consist of a series of questions related to land tenure generally and gender issues specifically in Sierra Leone.

Right to Food Handbooks 7. This handbook provides practical information and tools for conducting a right to food assessment as a first step in a strategy to ensure this right and to take the appropriate measures accordingly with the obligation of progressive realization of this right. The content of this handbook is based on the FAO's “Guide to Conducting a Right to Food Assessment”. An assessment of the right to food should include an analysis of the causes of food and nutritional insecurity and should answer the following questions: who suffers food insecurity and vulnerability?
