This Act defines the powers and functions of the Manx Utilities Authority as established by article 4 of the Transfer of Functions (Manx Utilities Authority) Order 2014 and the Department of Infrastructure, and provides with respect to collection and distribution of water in the Isle of Man. Some provisions concern water pollution. The Authority shall comply with such directions regarding the exercise of its functions as may be given by the Department.

This Law establishes the third amendment of Law No. 54/2005 regulating the title ownership of water resources. Amendments deal with the ownership of water resources and lay down the requirements to be satisfied in order to use such resources. In addition, it regulates the lake and fluvial public domain which belongs to the state or to the autonomous regions.

This Complementary Law, consisting of 42 articles divided into seven Chapters, establishes the Planning and Territorial Planning System of the State of Roraima. The above mentioned System, called SPOT/RR, is the main guiding instrument for planning of land occupation and control of the use of natural resources of the territory of the State of Roraima, in the implementation of plans, programmes, projects, works and public and private activities. The Law, consisting of 69 articles divided into seventeen Chapters, establishes the requirements for Soil and Water Conservation. Its implementation is based on the following principles: participation; cohesiveness; balance; justice; usefulness; local wisdom; and sustainability.

The Act, consisting of 42 sections divided into and completed by one Schedule, provides for the protection, conservation, rehabilitation and improvement of the environment, including the prevention and control of pollution, and promotion of sustainable development.
