The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

1. What are the most pressing issues involving land governance in your country?

2. What are the most important issues for the researcher on land?

The emergence of social and environmental movements against plantation forestry in Southeast Asia positions rural development against local displacement and environmental degradation. Multi-scaled NGO networks have been active in promoting the notion that rural people in Southeast Asia uniformly oppose plantation development. There are potential pitfalls in this heightened attention to resistance however, as it has often lapsed into essentialist notions of timeless indigenous agricultural practices, and unproblematic local allegiances to common property and conservation.

"Logging in Muddy Waters" analyzes the boom in forest exploitation that characterized the 1990s in Cambodia, focusing on the instrumentalization of disorder and violence as a mode of control of forest access and timber-trading channels. The article examines tensions existing between the aspirations of Cambodians for a better life, the power politics of elites, and the hope of some in the international community for a green and democratic peace.

This paper examines recent conflicts over freshwater fisheries in Cambodia using the notion of accumulation through dispossession as a conceptual starting point. Despite a recent material turn, theoretical literature on the political economy of the environment has only partially incorporated an ecologically nuanced view of nature into analyses of its transformation under processes of capital accumulation.

Production of commodities for global markets is an increasingly important factor of tropical deforestation, taking over smallholders subsistence farming. Measures to reduce deforestation and convert shifting cultivation systems towards permanent crops have recently been strengthened in several countries. This paper critically examines theories of accumulation, dispossession and exclusion for analyzing the agrarian transformations that result from contemporary large-scale land acquisitions across the Global South. Building upon Marx's primitive accumulation, Harvey's accumulation by dispossession and Hall et al.'s Powers of Exclusion, conceptual lenses are developed through which to examine how land grabs transform property and social relationships of resource-based production.

Investment in agricultural land in the developing world has rapidly increased in the past two decades. In Cambodia, there has been a surge in economic land concessions, in which long-term leases are provided to foreign and domestic investors for economic development. More than two million hectares have been leased so far, sparking debate over the consequences for local communities and the environment.

With a focus on the Lower Mekong countries, this study considers the intersecting issues of land access, livelihoods, management of risk and poverty for men and women smallholder farmers, the land poor and the landless, and how these issues might be addressed in policy and practice. While there has recently been insightful analysis concerning land access, livelihoods, and global land insecurity, we know much less regarding specific mechanisms that keep rural agricultural smallholders and the landless or land poor struggling and it is these issues that we address within this report

In rural Cambodia indiscriminate, illegitimate and often violent land grabs in the form of Economic Land Concessions (ELCs) have triggered myriad local responses by peasants facing evictions from private and communal lands. Drawing on fieldwork in Kratie and Koh Kong provinces, this chapter looks at the various forms of local resistance to government-sanctioned dispossession and displacement and discusses their effectiveness in bringing about socio-political and institutional change.
