The main aim of the present Act is to ensure that the entire territory of the Federal Republic of Germany and the related regions shall be developed, organized and protected by general regional plans. In so doing 1) differing requirements shall be harmonized and related conflicts shall be solved at local planning level; 2) provisions shall be made regarding specific activities and individual land uses. This Act provides for the establishment of the Protected Areas Commission, the Protected Areas Trust and a Trust Fund and empowers the Minister to declare national protected areas. It applies to the territorial sea, exclusive economic zone, fishery zone and continental shelf as defined in the Maritime Zones Act 2010. The Act alos provides with respect to the National Protected Areas System and allows village councils to apply to the Commission for village lands or any part thereof to be recognised as an Amerindian protected area.

The Act regulates spatial planning in Estonia. These Regulations, consisting of 13 sections and two Schedules, applies to cultivate agricultural land the Conservation areas, declared by Order published in Gazette Extraordinary No. 1550/9 of 22 May 2008, as specified in the Schedule to these regulations. This Law is composed of 7 Parts divided into 68 articles. Part I deals with fundamental principles and general provisions. Part II provides for regulating the environment protection especially the following matters: environmental planning; Environment National Council; financing environment protection through the establishment of a national environmental fund; and the mechanism of environmental pollution control.
