ABSTRACTED FROM THE INTRODUCTION: This study investigates the impact of a specific legal change to land rights in Vietnam. Land rights are an important issue in Vietnam, where agriculture accounts for nearly a quarter of gross domestic product (GDP) and two-thirds of the workforce is engaged in agricultural activities. Agricultural land in Vietnam was decollectivized in 1988, and land-use rights were granted to households.We focus on the subsequent land law of 1993, which gave house- holds the right to inherit, transfer, exchange, lease, and mortgage their land-use rights.

Access to land empowered by law is a crucial issue for sustainable development of a modern, prosperous Cambodia where the social and ecological responsibilities are well developed and embedded in a State Land Management. The State is the main actor in the land sector and has to guarantee State public property which cannot be transformed into private property. Cambodia shows still a high rural poverty rate, land concentration and anarchy in illegal land possession, illegal claim of State land and protected areas as privately owned and unlawful logging.

Access to land is critical to social and economic development in the future. The national priority on “industrialization and modernization” has placed new demands on agricultural and forest land for urban-industrial expansion. The high level of public concern over land tenure and its links to political and social stability have led to widespread calls for revision of the 2003 Land Law.

The Act empowers the planning authorities to prepare development plans in order to ensure sustainable development of land. This Act shall apply to any area designated by the Minister by Notice in the Gazette. The Act establishes the Town and Country Planning Board. The Planning Authority shall prepare a development plan in respect of any area to which this Act applies. TAKEN FROM WEBSITE INTRODUCTION: This study by GTZ on behalf of BMZ about FDI in land highlights dramatic increase in land concessions, based on data collected in two provinces for an inventory, which GTZ conducted as no official data on land concessions is available. The Lao PDR is a small land-locked country in South-East Asia with a total area of 236,800 m2 with over 80% mountainous surface. It is estimated that all together concessoins for 2-3 million hectar land were granted, representing 13% of Lao PDR's total land area.
