This report on Myanmar's political economy of timber trade highlights five different sources and flows of timber destined for export. The purpose is to bring to light the different actors, geographies, and politics embedded within the web of timber flows because each inter-connected stream has its own degree of legality, sustainability, land rights regimes, and ethical sourcing.

Cambodia is highly dependent on agriculture: the agricultural sector is responsible for more than 30 percent of GDP and provides employment for more than 70 percent of people who are employed (ADB 2011). Given such high dependence on agriculture, an important question is, "How will Cambodia be affected by climate change, especially the agricultural sector?" Climate change, by definition, will alter temperature and rainfall patterns.

ABSTRACTED FROM SUMMARY OF OBJECTIVES: This study aims to examine the validity of some of the concerns expressed in Cambodia over the potential effects of FDI in agriculture on local communities and their environment. Initially, it investigates the extent and nature of FDI in agriculture and its sub-sectors, including crops, livestock, food processing, forestry and fisheries. It then analyses the policy and regulatory environment and institutions governing and facilitating such FDI, as well as prevailing business models, in the acquisition of agricultural land.

ABSTRACTED FROM THE INTRODUCTION: Foreign investment in agriculture has expanded since 2005, although the figures remain modest. The Cambodian government has prioritized investment in the sector, and an important part of the government strategy has been its policies on land concessions. A 2005 sub-decree sets out the procedures, mechanisms and institutional arrangements for offering economic land concessions (ELCs), with the objective of improving crop diversity, productivity, and employment, among other benefits. By 2009, just over a third of ELCs had gone to foreign investors.

Siamese Rovsewood (Dalbergia cochinensis) has recently been listed on Appendix II of The Convention on the International Trade in Endangered Species (CITES). This listing means that source countries are legally required to export only controlled quantities of rosewood with close monitoring and documentation, which is intended to ensure that the international trade is not detrimental to the survival of this species.

ABSTRACTED FROM THE INTRODUCTION: This report provides a strategic assessment of the key issues, opportunities, constraints and choices facing Myanmar’s agricultural sector. Discussion focuses on pathways that will permit agriculture to contribute meaningfully to broad-based improvements in purchasing power and food security for the country’s many landless and vulnerable households. In doing so, it aims to assist public and private stakeholders who will be making the key investment and policy decisions governing future agricultural and food security trajectories in Myanmar.

Large-scale international investments in developing country agriculture, especially acquisitions of agricultural land, continue to raise international concern. Certainly, complex and controversial issues – economic, political, institutional, legal and ethical – are raised in relation to food security, poverty reduction, rural development, technology and access to land and water resources. Yet at the same time, some developing countries are making strenuous efforts to attract foreign investment into their agricultural sectors.

The focus in the 2011 Cambodia Human Development Report is on climate change and rural live-lihoods. While this captures only part of the picture of climate change in Cambodia, it is an essential starting point. Even though Cambodia is changing rapidly and the distinctions between rural and urban are becoming less clear, most people continue to depend on a rural economy and natural resources. Although numerous transformations have occurred in this area in recent years, the rural economy remains the cornerstone of national development.

Common-pool resource management is a critical element in the interlocked challenges of food security, nutrition, poverty reduction, and environmental sustainability. This paper examines strategic policy choices and governance challenges facing Cambodia’s forests and fisheries, the most economically important subsectors of agriculture that rely on common-pool resources. It then outlines policy priorities for institutional development to achieve improvements in implementing these goals.

Land Tenure Working Paper 20 presents an overview of the distinctive features of communal tenure in different community-based land and natural resource management systems. Two models of communal tenure are presented in the paper; these models differ in terms of the function of the state, the length of tenure and the characteristics of the resource system concerned.

ABSTRACTED FROM THE EXECUTIVE SUMMARY: Myanmar faces an unprecedented scale of structural landlessness in rural areas, increasing displacement threats to farmers as a result of growing investment interest by both national and international firms, expanding speculation in land and real estate, and grossly inadequate housing conditions facing significant sections of both the urban and rural population. Legal and other protections afforded by the current legal framework, the new Farmland Law and other newly enacted legislation are wholly inadequate.
