This Fifth Edition of the Uganda Economic Update presents evidence that if the urbanization process is well managed, it has the potential to stimulate economic growth and to provide productive jobs for a greater proportion of Uganda’s young and rapidly expanding population. In many countries across the world, the growth of cities has stimulated the establishment and expansion of productive businesses by reducing the distance between suppliers and customers. The growth of cities has also facilitated provision of social services and infrastructure through economies of scale.

Real Gross Domestic Product (GDP) growth averaged almost 9 percent between 1960 and 2005, far above the Sub-Saharan Africa average. Real GDP per capita grew even faster, averaging more than 10 percent a year -- the most rapid economic growth of any country in the world. The Uganda National Land Policy (NLP) Implementation Action Plan is a deliberate resolution by the Government of Uganda to address major challenges that have hindered the implementation of land reforms, thereby impeding the optimal utilisation of land for socio-economic development and transformation. Although successive post-independence governments have made numerous efforts to streamline land governance and reconfigure the role of land in national development, the majority of these efforts have failed to address underlying issues and have thus remained unimplemented to date.

In case the problem does not get resolved through the administrative route, clients and community practitioners have the option of accessing avenues such as the National Green Tribunal (NGT) and Courts which are accessed through lawyers. In such instances, the evidence collected, complaints filed and other documentation could form an important basis and support for any legal intervention.
