This document presents the results of an evaluation of an IFAD project aimed at preventing land degradation in Nepal. The project is based on leasehold forestry, an innovative approach introduced by IFAD in the early 1990s. It works by providing forty-year leases to groups of households and giving them user rights over plots of degraded forest land.

This concept paper proposes (a) market driven farm and off-farm entrepreneurial options, that could take advantage of the existing opportunities, thus leading to the creation of indigenous oriented economic growth and (b) empowerment of the small and medium scale private enterprises to create an enabling environment conducive for equitable growth of their businesses.

There are no simple solutions for leveraging the project inputs required for the success of township development projects. In most cases, such projects require long planning and implementation periods, the involvement of numerous agencies, and ample persistence and skill. This paper will examines how the inputs for successful township development projects can be mobilised and managed through the course of a project.

During the 1990s, powerful development institutions like the World Bank came to see the social networks and norms of the rural poor in developing countries as 'assets' to be tapped for poverty alleviation. Defined by Robert Putnam (1995:67) as 'features of social organisation such as networks, norms, and social trust that facilitate coordination and cooperation for mutual benefit', social capital was proclaimed the 'missing link' in development (Grooetaert 1997).

This paper looks at the dynamics of land and violent conflict. It states that conflict situations in rural societies deeply affect the politics of land, and that land requires a careful approach by policy makers because it is a central element in the evolution of societies. As a result, policies pertaining to land are not neutral in terms of conflict management.The paper argues that donors seeking to promote peace and development should tackle land issues in recipient countries more systematically, more carefully and in a more coherent manner.

Communities of present-day or former hunter-gatherers live in scattered communities across the world, although their precise numbers and status are very uncertain. Their often marginalised status and ethnolinguistic diversity has made it hard to articulate their case for land rights outside Australia and North America. Their preferred subsistence strategy, hunting, is often in direct conflict with conservation philosophies and protected areas often fall within their traditional hunting areas.

The report seeks to assess the current and future situation in the districts of Mandailing Natal, Tapanuli Selatan and Tapanuli Utara, taking into account both economic and conservation perspectives.
