The present Regulation lays down provisions relating to the protection and rehabilitation of land. Section 3 establishes that the analysis of any soil sample collected in connection with a site characterization study required under a provision of Division IV.2.1 of Chapter I of the Environment Quality Act must be effected by a laboratory accredited by the Minister of the Environment. This Act aims at promoting soil conservation, preventing and mitigating soil erosion, and preventing damage by floods.As provided for in the Act, the Board may recommend to the Minister what lands, whether Crown or private, should be reserved as soil conservation reserves. The Board shall control and manage the soil conservation reserves in order to best conserve the soil of the reserve and prevent injury to other land, and may grant licences to occupy the reserve for pastoral or mining purposes or for the purpose of cutting, felling, and removing timber or flax.

The present Act implements the Conservation Districts Act (C-175). In particular, it refers to section 3 dealing with the Conservation Districts Commission.Subject to the approval of the Commission are: a) drainage improvement, development and maintenance; b) flood control; c) soil conservation; d) water conservation; e) recreation development; and f) such other programmes of resource conservation and development as the board may deem. The text consists of 20 sections.

This part of Chapter 63 provides for the establishment of Soil and Water Conservation Districts for purposes of promoting soil and water conservation and preventing of erosion-related and water management-related problems. It also defines the powers and duties of Districts and provides for their management.Two Soil and Water Conservation Districts shall be created under the Department of Agriculture.

This Ministerial Decree establishes the regulations on conservation of degraded agricultural land and land infected with pests and plant diseases with a view of soil rehabilitation. It shall not be applicable to disturbed land allotted for mining and mineral extraction. Identification and localization of degraded, polluted and disturbed land, and the plots of land infected with pests and plant diseases shall be carried out by the local executive body on request of landowner or land tenant.

The present Regulation implements the Contaminated Sites Remediation Act (Chapter C-205). In particular, it deals with definitions, site registry, expropriation, determination of hearing costs incurred by the Commission. One Schedule is enclosed concerning eligible costs of commission hearings.
